How do i make a tassle for a hat i have made for my grandaughter?
Not a Pom-Pom.its the one that hangs down the back.

Cut lengths of strands of yarn the same length, to half the thickness of the tassle that you require, remembering to allow a few mm as you will lose some of it's length:
Take a length of thicker strand, the length that you want the tassle to hang from the hat and ties it around the bundle of tassles in the middle, like this:

Bring the two ends of the strands together, putting some bits of fabric, rolled in a ball, and then tie the ends of the tassles together, as the bottom of the ball of fabric so you will end up with your tassle -
